So, Mr. Mayor, members of council, as you all know, this is zero waste awareness week. We'll be joined by members of our Virginia Beach Clean Communities Committee and also Christy Ryan to our public works department to give city council overview of the campaign regarding zero waste awareness.

Christiey's floor is yours and welcome.

Also, Chair Stevens as well. Okay.

All right. Good afternoon, members of council. I'm really excited and honored to be here. My name is Terry Stevens and I am the chair of the Virginia Beach Clean Community Commission. The commission was established in 1980 by city council with the mission to beautify our city, help with litter prevention, recycling correctly, and provide ed environmental awareness through education. In keeping with our mission,

the city of Virginia Beach has been a catalyst in the zerowaste awareness movement. Christy Rines is our liaison to um to our commission with waste management. A couple years ago, she created a logo for zero waste awareness week. And that logo has been spread not just in the city or the Commonwealth, but AC across our nation through the keep America Beautiful program.

In keeping with our mission, also the commission hosts two totally free events that are open to our residents where residents can donate their clothing that they no longer want and it can be reused by another resident in our city. That is called our zero waste wardrobe event. I have a flyer right here that I will pass out to you guys.

I'd love for you to share it in your district. The next one will be at the Turkey Bowl in November, which will be at Salem High School.

Christy Rines has been an amazing partner with the commission.

She should be commended for her creativity and her dedication to our city. And now I am happy to introduce Christie and she's going to share with you the Zerow Waste Awareness Week social media campaign which will start September 6th and continue through September 12th. Thank you. Thank you.

See how that works for me?

My face. My name is Christy Rons. I am the staff leazison for the clean community. A few of you may know me as the recycling coordinator for the city as well. I'm also the executive director for keep uh Virginia Beach and media communications coordinator. I always say lots of titles, no extra pay.

So, we're going to roll through this real quick. I don't want to take up too much of your time, but this is zero waste awareness week at seven days.

Seven ways, one beautiful Virginia Beach.

So, a little bit about your commission and at least for the 10 people at home watching. Uh the Virginia Beach Clean Community Commission is in their uh gosh fourth decade now. So, 40 years of uh Vienna Commission. Um they also serve as the board for the Virginia Beach uh excuse me, the Virginia Beach uh keep Virginia Beach. Um, and as you'll see up there, through volunte uh volunteerism,

education beautifification litter prevention, recycling, and of course, now zero waste, they continue to promote uh sustainable Virginia Beach.

So, where did this all start? So, in 2023, the Virginia Beach City Council recognized the first full week in September as zero waste awareness week.

The Virginia General Assembly picked that up last year. Um, and they passed uh House Joint Resolution 446, which does declare the first full week in September every year and there every year thereafter as Zero Waste Awareness Week and that is supposedly going to be recognized across the Commonwealth. Um, and then what we'd like to point out as well is the idea that was championed locally has now gone across the

Commonwealth. And this is the logo that uh Terry was speaking about.

So this is the launch. So this is the first of the uh series of posters that will go out. Um, this is zero waste awareness week as Terry mentioned, September the 6 through the 12th of this year. And we're calling for everybody to reimagine seven days to see waste differently.

Oh, two more. There we go. Um, seven days, seven ways. One, beautiful Virginia Beach is the slogan. Reduce, reuse repurpose repair rewear refuse, rethink. All the ways that you can minimize waste before you ever get it to a trash can or a recycle cart.

And that will be the full uh seven days.

So that'll start out on that Sunday and roll through uh Saturday.

So what does zero waste look like?

Reduce what we consume. Reuse what still has value. Repurpose old items into new ones. We have a very uh iconic landmark here, Mount Trashmore. That's repurposed.

Uh repair before replacing. Rewear instead of discarding. refuse what we don't need and rethink the choices we make. And again, waste reduction starts before you get to a cart.

What we're asking is everybody to do, take that one week and pick one challenge.

So, you choose one thing you can do differently at home. If you can repair something, if you can donate it or rewear it, if you can use it again at work, reduce purchases, reuse supplies, or rethink waste. And of course, in our community, look at ways that you can inspire others. I know when I've gone to the grocery store, if I have my reusable tote, it's kind of peer pressure for the

person behind me not to take the paper bag, um, but instead maybe get the tote out maybe they brought or try to make the most use of the space. Um, and as you can see, small choices, 455,000 residents, that's one big impact. And that's just here. That's just in Virginia Beach. That's not looking at the Commonwealth as a whole.

So, what can residents do? What can you all help us with as well? Is help spread the word. Share, highlight a personal or a community example of one of those seven Rs. Show us how you're doing that.

Encourage friends to choose one action during the week. and celebrate.

Recognize someone, recognize a business, recognize a department that is already reducing waste. I was telling council member Rouse um right before this began that I take care of the city's recycling rate report. So, all departments across the city will turn in information to me, let me know what they've repurposed, reused, recycled. And it's pretty impressive when you look at how much

we're doing. Like highways, for example, takes milled asphalt, turns it back into asphalt. um fleet uh takes the antifreeze and motor oil and that goes to a company that then cleans it, recycles it through um all the different ways.

And then again, we'll go back to reimagine. What if we stopped seeing everything we no longer need as waste and started seeing what it could become next?

So, um, thanks everyone for supporting this presentation and we'll, uh, have an opportunity to hear from the commission again this evening at the formal meeting. Um, but I just want to commend our volunteers in Virginia Beach. I think one of the biggest takeaways from this is something that has been very it's a passionate uh topic locally uh preserving the environment sustainability and so our commission has

really spearheaded this effort to take it Commonwealth wide and so I remember just from last year peer pressure because I knew they were coming today they mentioned something about reusable and I was like well you only got to tell me once um so that peer pressure can be really helpful but I think you know there's lots of ways we Josh way to I know. I know.

Did you just put that up there? All right. So, anyway, so I appreciate this reminder, Hutch, and everyone that is participating. So, I don't um so yeah, great work y'all and beautiful um and um yeah, so thanks for showing up today and showing up in our city uh every month all throughout the year.

No, I think um I don't know the people have office offices and businesses that we can kind of, you know, I'd love to hang some of those in my office.

And that's the hope. We're going to do them up as posters and as postcards and then that way hopefully people look at them and kind of collect them up that type of thing.

Well, thank you for all you do. You you y'all are all over everywhere. People are interested in what you're doing and it's really impactful and it it means a lot. So, thank you very much.

You know, if I could say back in my district days, uh 14 years, I'm excuse me, um I was the leazison to the community commission.

And it was amazing the work that they did. And one thing we pride oursel is when we think about the 11,000 volunteers that worked in the city, how many people would come out, how many military people off duty would come out and pick up I mean loads of garbage off the street and everything. It was amazing what was done. But once again, it just shows that we just got acknowledged as being one of the most

caring cities in this great nation. I think the triple C is a good example of that.

Okay, at this point, city council liaison reports. Anybody work? So, this is kind of council comments too, but that's layers on to the resort advisory commission. Just want to thank the Virginia Beach uh JC's um for putting on the 64th annual, excuse me, Coastal Edge uh East Coast Surfing Championships that took place last weekend. It kicked off really a week of surfing at the Oceanfront. A lot

of festivals and entertainment. So, congratulations to it was a well attended uh event. great water uh great waves for the competition and folks from around the world come to compete in that as well as our own citizens. And then Funkfest uh was highly successful as well. Last weekend was really busy weekend at the Oceanfront. So congratulations uh on that. This also leads up to this weekend

uh to the for the Virginia Beach Supergirl Surf Festival. Uh high expectations there at the oceanfront. 13 women's sports, 22 free concerts, and a lot of surfing. So, we're really excited about this weekend coming up.

Yeah. And I also heard there, you know, thousands of people have signed up already, uh, you know, to, you know, to come to those events. And, you know, it's really remarkable that, you know, Virginia Beach can host several events at one time, sometimes more than two or whatever. And you got to give kudos, you know, to the convention and visitors of people that really the coordination that

these events take to do is phenomenal.

Right.

Okay. Cash and then I want to give a special shout out to House of Angels. This past weekend, we had a special needs prom at the Weston from 6:00 to 10:00 p.m. and we had over 200 um residents who were experiencing for the first time their prom. And uh so I just want to give a shout out to House of Angels and it was safe. The third precinct was there. We had um so many

volunteers that participated in making this event really something that was memorable. So that's the special needs prom that we're going to have every year.

Okay, next then Rosemary, then uh the Green Ribbon Committee. Green River Committee actually formed out of the Elma Mallal symposiums that we had for several years and they are planning one for next year. Uh and and I think it's been a very informative thing because for so many years we just thought that we drained everybody went to the Chesapeake. We realize of course now that we've half of the city or over half

of the city goes to the album which is an entirely different u um voices and it's been very informative. So I'm I'm really happy that they're planning a symposium for next April and if anybody has a has heard a speaker or a topic that you think we ought to include let me know and we'll pass it on and try to have it next April.

Um, a lot of good comments. Uh, we also got a letter from our sheriff asking they're having trouble with a degree retention and if we can, as you're looking at the things for the police, if you would conclude the sheriff's department as well.

Okay. Um, this weekend there were at least two events that was really nice.

the new light and you were there as well and Cash and his wife came for their reopening of the area and they were so happy. I talked with one of them says you're the lady that put up for the historic sign that they remembered that. But yes, so that was good to hear you know that.

And then I also went um Saturday night they had a group pharmaceutical group they had it at Hilton Garden and you visit town with all work they have done in our city and had they have opportunities for young people if they're not going to college they go to these build a trades and um earn good bit of money. So I told them, "Yeah, we're waiting for the uh VA hospital which will also provide uh funds."

They're there. They're trades. They said they've worked on the Sandler before. A lot of them worked also over at the uh dome and they were having their uh conference here and so I was invited and went and enjoyed.

Okay. Anybody else at this point? You know the uh ceremony at New Life was really touching. cash may want to touch that was your visitor.

Yes. No, I'm very grateful. Um it took a engineer who that's her church. She's been here for 20 years and she sat in the pews and and so she used her personal talent, her professional talent to create, I think, a masterpiece when you walked into New Life Full Gospel Baptist Church. And that's what membership is about. It's about um growing the community from inside out.

And so I was proud to be there, proud to be with you, Councilwoman Millia Ross Hammond and the mayor. And it was just a celebration from Saturday to Sunday.

Lots of food, but most importantly, they have redesigned the inside of that church so that it's ready to meet the next level of residents.

Yeah. Let me just say that, you know, the one thing I found out over time that Virginia Beach is a city of faith, of many faiths, and it's really a glue that holds us together and makes us so unique. And so, you know, once again, I think it was a great thing. Barbara, did you have something?

I was just introduc uh flock cameras. Can you tell us what's going on in Virginia Beach with the flock cameras?

Uh, Miss Hley, we're putting a draft report together. Um because several council members sent us the questions that you received from the public. We're putting a draft report together that we'll share with city council. I think we're probably about a couple weeks out with the history and the background.

I'm learning about those things and some of the things I'm learning I'm not real happy about. Uh because when does it stop being just something for determining traffic safety and become a privacy invasion? Because the flock cameras are able are doing a lot of things that I didn't realize they were doing. So, I I really hadn't been reading about Virginia Beach. I've been reading more about Chesapeake using

block cameras. So, I didn't realize we were until people are pointing them out to me. I said, "Whoa, I didn't know we had these things yet." So, could we get a briefing on what we're doing with the flot cameras, where they are, how the material is being stored and utilized, and so forth.

We'll put together a report. Then, the city council wants a briefing. After they read a report, they can let us know and we'll get a briefing set up.

Speed a speed uh workshop area. Um I'm going to resolutions. Are there any issues there or anything on item eight? I think there was a little bit of miscommunication around town about this. This $5 million uh is from the general assembly.

Mhm. And this is pass through money that we are utilizing and it can only be used uh for this project which is the Atlantic Park development. Uh does it obligate the city to do anything other than just pass this money on or I mean we're not obligating to match it or anything, are we?

No. Uh Council Member Hanley, uh this is exactly as you said. This is pass through money. appropriated by the Commonwealth, they have to uh their rules always require that it be dispersed through the locality pursuant to a memorandum of agreement. The only requirement in that agreement or the primary requirement in that agreement is just that we report back on how the money was used. And that's there is no

obligation for the city to spend any money uh or to match in any way the funds that uh the commonwealth is is providing.

Right. And it's uh certainly in this agreement that it can only be used for this project and nothing more. That is that is it doesn't obligate us future future project not exist and and it cannot replace any existing money but it doesn't I mean we're not we're not adding on more so that is correct.

Number seven is the ordinance to amend the zoning. This is about the parking garages and we have an alternative version. I don't know. Work if you want to speak to that. So colleagues I would uh so in this package here on item number seven in planning is the parking situation planning commission passed the ordinance and which is alternate number one. I proposed and ro vice mayor Wilson and I

proposed alternate number two which allows for existing STR owners to keep their uh parking reserve parking in our public parking garages when their existing permits come up. So when they get renewed, they can keep their parking spot. There's 44 in two public garages and it's income for the city parking enterprise zone and it is not specifically tie up with our parking spot and vice mayor Wilson and I

and we felt that it was not right to take that away from them if they already have it and I think they have to pay pay for it year round and sometimes our garages are not full. We could use the extra income.

It's not for specific spot, right?

Only if there's a spot available for them.

All right. Thank you, mayor. Good evening, everyone. Um, this afternoon during our informal session, we heard about the zero waste awareness week uh that's getting ready to kick off next week. And so this evening we have some members from the Virginia Beach Clean Community Commission who's going to join us and share about this week. I know we have come on up Alexis. We have Alexis and we

have a student member. I'm sorry I didn't get your name ahead of time, but when you get to the podium, please introduce yourself. Um and all the members of the Clean Community Commission. I see the chair Terry Stevens. I see uh my staff liaison. So, come on up and tell us uh the city what we have uh celebrating this next week.

Good evening, Mayor Dyer, Vice Mayor Wilson, and members of city council. My name is Alexis Williams, and I'm one of the commissioners on the Virginia Beach Clean Community Commission. Earlier today at the informal session of city council, our city staff liaison Christy Rimes presented with presented you with our zero waste awareness week social media campaign which will kick off on

September 6th and conclude on September 12th. Chrissy once again impressed the commission with a spectacular and creative social media campaign to inspire our citizens. We commend her and her initiative and want you to know that this started in Mjam Beach and has expanded statewide campaign.

We know there has been a lot of talk about expenses and most residents don't realize that the waste management budget for our city is almost $50 million a year. That's a lot of trash.

Quite frankly, this one expense that residents can have a positive impact on by reducing their footprint and wasting less.

Zero Waste Awareness Week encouraged all residents to rethink their habits and waste less, taking small steps like refusing single-use plastics, using a reusable water bottle, recycling correctly, composting, repairing items, and bringing your reusable grocery tote will make a dent in our waste. Let's continue to be proactive and practice a sustainable lifestyle. We commend the city for participating in zero waste

awareness week this September along with zero waste wardrobe events in November at the Turkey Bowl in April at Grossar Smart where all residents are welcome to receive a free donated clothing.

Hi. Speaking of proactive, I wanted to share with you a new committee under the commission. My name is Anna Orchard Hayes and I am a high school senior at Ocean Lakes as well as the Brock Environmental Studies Program, a commissioner and the chair of the Virginia Beach Clean Community Commission Student Leaders Committee.

The Student Leaders Committee was formed in 2025 due to the overwhelming number of high school students interested in serving on the commission. We currently have approximately 25 high school students serving on the committee from eight high schools who are dedicated to the commission's mission and we invite more high schoolers to join us. High school students are interested in bettering their community and often

provide unique perspectives and ideas to make positive impacts. I encourage city council to ask other boards and commissions that you leazison on with to expand the students on their commissions or form committee committees for student participation.

Thank you for your time and on behalf of my fellow commissioners, we are so excited to kick off zero waste awareness week on Sunday. And for our Virginia Beach residents to see this campaign at the recreation centers, libraries, and the other city buildings, plus in the media and online. Thank you.

Oh, thank you all very much. And let me just say um during my 14 years as a district councilman, I was the leazison to the clean community commission.

And one other thing we proud ourselves uh Virginia Beach was acknowledged as being the fifth uh most caring city and that reflects our 11,000 volunteers that we have in this city that give their time, talent and treasure. And I saw the remarkable work over the years uh the clean community commissioned it with the uh military coming in and all the volunteers cleaning up. You really help make

Virginia Beach the great city that it is. Thank you.

Acquisition of agricultural land reserve ARP easement installation purchase agreement for 31.98 acres at 4469 Charity Neck Road. Do we have speakers?

Okay. At this point, I will read the script for speakers. I want to remind everyone that the city council speaker policy that allows certain representative of groups to speak for 10 minutes applies only to planning items.

All other speakers, whether speaking individually or on behalf of a group, will have up to three minutes to speak on a single item. Yes, Mr. Mayor. Under orders and resolutions number one is the ordinance to authorize a city manager to execute a lease for city- owned property for up to four years and 10 months the Virginia Beach Farmers Market Building One Space 10 and the Guard House Ray TFK Delhi LLC. Number two is the ordinance to authorize the city manager to execute a lease for city-owned property for up to

four years and 10 months at Virginia Beach Farmers Market building 8 spaces 23 and 24 to Wild Works of Whimsy LLC. Um Southern Branch Reserve some sort Southern Branch Nursery.

Number three is the ordinance to authorize temporary encroachments into a portion of city-owned property known as Lake Joyce located at the rear of 4300 Bend Gun Road. Ray uh to maintain an existing block bulkhead construct and maintain uh timber pier and vinyl bulkhead and that's in district nine. Number four is the ordinance to carry forward and and appropriate 3,452,91 into the 2627 operating budget race

purposes uh previously approved in the FY 2526 budget. Number five is the ordinance to authorize $53,870 from the general fund reserve for contingencies to the nonEP departmental section FY2627 operating budget. Ray awards a grant to the Great Neck Athletic Association for the Virginia Beach Youth Tackle Football League. and it's recommended by Mayor Dyer, Vice Mayor Wilson, Council Member

Cummings, and uh Council Member Jackson Green.

Number six is a uh resolution to approve the FY27 uh performance contract with the Commonwealth of Virginia and accept and appropriate $262,235 from the Virginia Department of Behavioral Health and Development Services to the FY 22627 Human Services Operating Budget. Ray the medical health development and substance abuse disorder.

Number seven, the ordinance to amend the Virginia Beach City Public Schools FY2627 operating budget and capital improvement plan and that's requested by the school board. Number eight is the ordinance to accept and approve 5 million in uh pass through revenue with the Commonwealth to the City of Virginia Beach Development Authority to contribute contribution to the Atlantic Park Development Project and direct the

city manager to enter into a memorou um with the secretary of commerce and trade for the Commonwealth open a hearing on planning.

Okay. Number one is the church in Virginia Beach for a modification of conditions to conditional use permit ray religious use of 5263 great road in the visit district one.

Number two is Stephanie J. Mater hawk for a modification of conditions in a individual uh variance ray construct and an addition to the uh existing same family home single family home at 4121 Charity neck road in this district two we're going to be pulling number three Number four is Unique Habits, Unique Hearts LLC, Virginia Beach um IBC Group LLC and CPG Independent LLC for conditional use

try to conform to make my development look more compatible with the area. Um I'm hoping that uh the conversations that I've had with the community um in which I met with probably approximately 100 community members um at the local church um you know some wanted a compromise um some you know wasn't open to change um however I was more than willing to try to meet in the middle.

Thank you. And thank you all for allowing me to speak today. My name is Pamela Hinton. I am um opening the child care center from ages 6 weeks to 3 years old. I have 30 years experience in early childhood education, which is what my degree is in.

Um, I've helped multiple centers um open their doors. I have extensive knowledge um for the Virginia licensing standards, the department of health, and the department of ed, which I've been working very closely with.

Being a good neighbor and being operating in a respectful way as a reflection in the community is my goal.

When I came to the planning council, there were some oppos um an was what is it opposition? I'm sorry. an opposition for me being there. But um which I was surprised because the there was a child care center there previously. It was it held 76 children.

The child care that I am wanting to open will hold 21. So that will cut down on traffic. that will cut down on the number of children on the playground. And it's just a it's um I'm sorry, I'm a little nervous.

No, you're doing fine.

Um but I understand the concern. Um I do know that there was a new opposition about a sex offender in the area, which I take very seriously.

I feel like because I have the education to deal with that and I know that even when I went in there and I seen the building initially, I made some immediate changes for safety. The last childc care center, the front door opened into the classroom where the infants and toddlers were, and I was like, absolutely not. So, um I changed the door to what they used as a storage room and that would be the lobby

that um has a secure door so that parents don't have immediate access or anybody that is wanting information about the child care. They don't have immediate access to the children or the teachers. I had security cameras in um installed.

I have a secure entrance now which has a security camera in that lobby.

And when I was thinking about the sex offender um possibly in the neighborhood, I decided that I think I need to talk to the local police department just so they can come and do an assessment of the area and say, "Okay, Pam, you might want to add this on top of what you have or do that just to make me and the community feel secure."

I also think that I'm going to add a suspicious person policy on top of all the other policies that I have just so the teachers know just to be on the lookout. Um, the playground is totally secure and I think that the more knowledge you know and the more aware you are of your surroundings or if somebody is lurking or looking or you see the same person, it just adds to the

security of the building and the safety of the children.

Josh, I just uh miss I just wanted to say thank you for providing a critical need to our community and a lot of these are in neighborhoods and they're in, you know, kind of challenging circumstances and tight environments, but from what I see up there, it looks like you're going to do a great job.

I have helped um other people open their child care centers and at 61 years old, I guess it's my turn. So, I'm ready for it and I'm excited. Um, like I say, I'm not going to have more than 21 children.

So, I want it to be a small facility where the parents feel comfortable, they know each other, and we have a breastfeeding area and an observation room for TCC students. So, I think it's going to be a good thing. I'm excited.

Good evening. Thank you for this opportunity. I just wanted to speak on behalf of Pamela Hinton. I've known her for several years, probably maybe around 10 years. I've worked with her. We were um colleagues. I wanted to speak to about her character. She has a strong work ethic. She has followed through.

Her desire to open this daycare is something that's been a passion for her.

She has a secure security in mind as far as protecting the children. She has made quite a few improvements to the daycare center that was there in existence.

Um I think that it will bring an asset to the community. I think that she will definitely do well by mothers who are uncomfortable with leaving their babies for the first time or at any time. Um, I just want to say that I hope that you guys will all consider allowing her to open this daycare center. Thank you.

Uh I I'm the owner of the building and uh the previous daycare was there for 13 years and I just wanted to add some historical perspective and that is that in the entire time that it was opened I never had a single complaint about any issues with the daycare whatsoever. Uh, I saw, you know, nice people drive in, drop their children off, and pick them up. And, uh, far as I could tell,

everyone was pretty happy to be, uh, able to avail themselves of that day.

That's my, uh, about all I have to add here at this point.

Yes. How you doing? My name is Posie Jones. I'm the owner of Many Miracles Learning Center located in Virginia Beach. And I've known Pam for over 12, 13 years, probably even longer than that. She actually used to work for me and she built I have a 6,000 square ft facility and she built this facility from 30 kids to 90 kids.

She has um so she knows how to lead a child care center. She's managed and developed staff which is very important nowadays. You have to have good staff and her training program that she instituted here led to my daughter running my company now.

So, she's a really good trainer. She loves children. Uh she worked with both the children and the family.

And the last thing I want to say, I'm sure you guys read the letter that I wrote for her, but Pam isn't in this field without experience at all. She has already demonstrated that she knows how to lead. So, I fully support her in opening and operating.

and I believe she'll be a great contributor to the neighborhood as well as the families that surround that will entrust uh their kids to her.

do want to stay home, they could. So, so many still work. And so, um if I found myself in that position, I would hope I would find someone like you that has this kind of experience and this kind of care to um just nurture our our littlest littlest people. So, um I move to approve.
